International Phone numbers not possible?

I am a little surprised and to me this looks like a major bug. It seems not to be possible to fix international phone numbers in one go. it should look like this

+ country-code space area-code space phone-number

o.k. you can adjust that maually. But with more than 2,000 addresses and sometimes up to 5 numbers per address this seems to be a major issue.
